Based on comic book canon, the strongest version of the Hulk is generally considered to be the World Breaker Hulk.
The three strongest versions of the Hulk are and in order, the world breaker Hulk, the Titan Hulk, and then the breaker of worlds. I know breaker of Worlds and World breaker sound alike but they extremely different.
Green Hulk always wins in the end. Because Rulk simply can't put him down. And if you don't straight up kill Hulk, he's just going to get angrier and stronger. Rulk doesn't have the same limitless strength as Hulk, nor is he powerful enough to blitz Hulk down.
Now, technically, the weakest version of the Hulk in comics would be Bruce Banner of Earth 9591, after being exposed to the gamma bomb in an attempt to save Rick Jones, Bruce develops extremely severe cancer. The Original Child-Like Green Hulk is by far the weakest.
Hercules is considered the physically strongest character in the whole marvel universe. Literally the strongest, even over characters such as Thor, Hulk, and the Destroyer.

2003 was a better representation of Hulks strength, speed, leaping and relentlessness. Neither 03 or 08 looked good. 08 Hulk was just too weak. The best version of Hulk on film to date is Ruffalo in Avengers 1.

The Merged Hulk is the largest of the three primary Hulk incarnations. While in a calm emotional state, the Merged Hulk is stronger than Savage Hulk when he is calm.
Green Scar also has a limit to how angry he can get, and Worldbreaker is him at his angriest. On the other hand there is no limit to how angry Savage Hulk can get and "the madder Hulk gets the stronger Hulk gets". So Savage Hulk could potentially surpass Green Scar in power and Worldbreaker even.

Professor Hulk had all of Banner's intellect (and was, essentially, just Banner in Hulk's body). Joe Fixit had normal level of intellect. World War Hulk was not Banner-level but was relatively smart, clever, and a skilled tactician- even at his most angry he remained of at least average intelligence.
Grey Hulk/"Joe Fixit"
The Grey Hulk has poor intelligence, although he occasionally displays knowledge and intellectual ability normally associated with Banner. He is cunning, crafty, hedonistic, arrogant, and distant, with a hidden conscience.
He changes in size based on anger. The reason he was smaller as Smart Hulk is because he was calm. The angrier Hulk gets, the stronger he becomes. Since Banner has full control of his anger as Professor Hulk, he doesn't need to release it all the time in his Hulk state.
2003 Hulk is far stronger than 2008 Hulk. The best strength feat we see from 2008's Hulk is throwing a giant boulder over a great distance. However, previous to that, we saw him struggling to lift a Humvee, and struggling to knock a humvee over.

In terms of physical strength, Bruce Banner is probably the weakest of the original Avengers. By Endgame, I'd say physically, Wanda is probably not very strong (everything she does comes from her powers). Scott is a pretty average human, as are Clint, Sam, and Rhodes.
